PIAG ADVISORY COUNCIL
PIAG’s Advisory Council guides the strategic direction of the Group. The Council provides input on PIAG’s vision, supports the development of high-quality events, and advises on engagement with key stakeholders—including arbitral institutions, academics, private and State actors, and international organizations. Through its contributions, the Council advances PIAG’s mission to foster inclusive, intergenerational dialogue and to position Paris as a leading hub for investment arbitration. Composed of key players in the field of investment arbitration with strong ties to Paris, the Council brings together diverse perspectives—both academic and practical, while combining emerging and seasoned voices. The members of the Advisory Council, listed in alphabetical order by surname, are: Professor Pierre Mayer, Alexis Mourre, Claire Pauly, Professor Alain Pellet, Anna Toubiana, and Jennifer Younan.
Professor Pierre Mayer, Emeritus Professor at Panthéon-Sorbonne University (Paris I), is a globally recognized arbitrator specializing in both commercial and investor-state disputes. As one of the leading figures in the Paris arbitration community, he has consistently been ranked among the most sought-after arbitrators in Europe. Before establishing his independent practice in 2015 to focus exclusively on arbitration, he held positions at prestigious law firms, including Coudert Brothers, Clifford Chance, and Dechert.
Alexis Mourre, founding partner of Mourre, Chessa, Le Lay Arbitration, is a leading international arbitrator with experience in over 300 commercial and investment arbitration cases, serving as counsel, tribunal president, co-arbitrator, sole arbitrator, or expert. Mourre served on the ICC International Court of Arbitration for 12 years, including terms as President (2015–2021) and Vice-President (2009–2015), and has held leadership roles with the IBA, LCIA, and Milan Chamber of Arbitration. A prolific author and founder of Les Cahiers de l’Arbitrage, he is active in numerous legal institutions and fluent in French, English, Italian, and Spanish, with working knowledge of Portuguese.
Claire Pauly is a leading international arbitration practitioner based at Jones Day, with extensive experience representing companies and State-owned entities in high-value commercial and investment disputes across a range of industries, including energy, distribution, aerospace, and infrastructure. She regularly appears before French courts and major arbitral institutions. A native French and Italian speaker, she is fluent in English and proficient in Spanish. Claire also serves as Vice-President for international affairs and institutional relations at Paris, Place d’Arbitrage, and as Vice-President at Paris Arbitration Week.
Professor Alain Pellet is a renowned French jurist and expert in public international law. A professor emeritus at the University Paris Nanterre, he was also a former president and member of the UN International Law Commission. He has served as counsel in numerous cases before the International Court of Justice and other tribunals. Prof. Pellet is a former president and member of the Institut de Droit International as well as an honorary president of the Société française pour le droit international.
Anna Toubiana is a Legal Counsel at the International Centre for Settlement of Investment Disputes (ICSID), where she has been a member of one of the Case Management Teams since 2019. She has significant experience in international investment arbitration and previously practiced at the law firm Foley Hoag LLP in Washington, D.C., where she advised sovereign States in complex investor-State disputes from 2014 to 2019. Ms. Toubiana holds degrees from Georgetown University, Sciences Po Paris, and the University of Paris 1 Panthéon-Sorbonne. She is admitted to practice law in the State of New York. A native French speaker, she is fluent in English and Spanish.
Jennifer Younan is a leading international arbitration practitioner and partner at A&O Shearman, with over 20 years of experience representing companies, State-owned entities, and States in high-value commercial and investment treaty disputes. She is renowned for her expertise across industries—particularly energy and mining—and frequently handles matters involving sanctions and a Russian nexus, as well as complex issues of public international law. Regularly ranked among the top global arbitration lawyers, Jennifer is recognised by Chambers, Legal 500, and Who’s Who Legal for her strategic insight and exceptional legal skills. Jennifer is qualified to practice in Paris, England & Wales, and New South Wales, Australia.
